ממשל ביידן ממשיך בפעולות להרחבת ייצור השבבים בשטחי ארה"ב ואחרי המענק שאינטל קיבלה, הגיע תורה של סמסונג. לפי פרסום ברויטרס, ממשל ביידן עומד להעניק לסמסונג מענקים בסך 6.4 מיליארד דולר על מנת להרחיב את ייצור השבבים שלה במרכז הייצור של שלה שנמצא בטקסס. המענק יאפשר לסמסונג, להרחיב את מרכזי הפיתוח שלה באוסטין, טקסס,
