השר לביטחון לאומי איתמר בן גביר ידרוש בישיבת הממשלה, להכשיר מיידית שבעה ישובים מההתיישבות הצעירה ביהודה ושומרון ולהסדיר תשתיות חיוניות בשאר יישובי ההתיישבות הצעירה, זאת בתגובה לפיגוע הרצחני בירושלים ולזכרם של שבעת הנרצחים. 
הישובים שהשר בן גביר ידרוש להכשיר אותם הם אביגיל ועשהאל בהר חברון, שחרית בשומרון, תל ציון וגבעת הראל בבנימין, אבנת בים המלח, וקדם ערבה בבקעת הירדן.
בדברי ההסבר להצעת ההחלטה נכתב כי: "בעקבות הפיגוע הנורא בו נרצחו שבעה יהודים בירושלים, מבקשת ממשלת ישראל לנקוט במגוון צעדי תגובה. בין יתר צעדי התגובה, מבקשת הממשלה ממשרד לפיתוח הנגב והגליל להביא תוך שבעה ימים הצעת החלטה להסדרת שבעה יישובים בהתיישבות הצעירה ולהסדרת מרכיבי התשתיות החיוניות בהתיישבות הצעירה כולה".
השר לביטחון לאומי איתמר בן גביר: "ננקוט ביד קשה ובתקיפות נגד המחבלים ונגד הטרור, ויש לנקוט סל אמצעים להרתעה - גם צעדים בשטח וגם צעדים מדיניים. הכשרת היישובים תצטרף לאטימת בית המחבל ולפעילות המשטרה הבוקר להריסת בתים במזרח ירושלים, ולעוד שורה של צעדים להרתעה נגד הטרור".
